Pit Bulls’ Future Uncertain After Attack

The sound of frantic barking and growling in the streets could be enough to make many people uneasy about venturing outside their homes. After a dog attack Thursday, residents of the neighborhood surrounding Golden West Avenue are thinking twice about walking their dogs on the street. At 10:42 a.m., a 911 call was made by a concerned resident that three pit bulls were attacking a local man and his dog.
Shephard O’Brien and his 9-month-old black Labrador, Blitze, were enjoying the weather on the 200 block of Golden West. O’Brien, who rides his skateboard while Blitze pulls him along the pavement, noticed three, full-grown pit bulls being walked by another neighborhood resident. According to O’Brien, the woman walking the dogs had difficulty controlling them. “We were just about to go home when I saw this lady walking three pits,” he said, “one lady, walking all three, full-grown pit bulls. She couldn’t control them at all. As we went by, all three started to attack my dog.”
One neighborhood resident, who prefers to remain anonymous, saw the attack and called for help. “I heard the sound of dogs fighting so I went outside,” she said. “I saw a young man hitting a dog on a leash. At first I thought the boy was abusing the dog. Then I realized that the pit bull he was hitting had another dog by the neck. That’s when I ran back inside to call 911.”
As the pitbulls attacked Blitze, O’Brien tried to pull them off and subsequently ended up getting bit. “They wouldn’t let him go,” he said as he described how he had to resort to desperate measures. “I couldn’t get them off of my dog. I finally started hitting the pits with my skateboard until they finally let him go.”
“The Lab was in really bad shape,” said Sheriff’s Deputy Chris Lowes, who was one of the responding officers on scene. “It’s bad news when these pit bulls attack someone.”
O’Brien’s dog suffered multiple puncture wounds, and blood at the scene indicated that Blitze had bled profusely. O’Brien’s sister took the dog to get him emergency care. “I was covered in blood and there were pools of blood in the street,” said O’Brien. “My sister tried to take him to the pet hospital in Ojai, but they said they couldn’t help him until the next morning. We got him to the Oak View Animal Clinic and they saw him right away and got him stitched up. I’m really thankful for them. Blitze is going to be OK. He’s definitely going to make it.”
The pits also injured O’Brien, who was treated at the Ojai Valley Community Hospital for puncture wounds to his left arm. He claims that the owners of the pit bulls have refused to take their share of responsibility, telling O’Brien that they had already received a ticket from Animal Control. “I’ve paid about $600 out of my own pocket,” said O’Brien. “I have receipts from the vet and the hospital. We will have to settle this some way. If they don’t want to take care of this, we will take them to small claims court.”
The owners of the pit bulls, who live on the 1100 block of Anita Street, claim that this is an isolated incident. “This has never happened before,” said the owner, who refused to give his name. “My dogs have been around other dogs a lot of times, but this is the first time this has happened.”
O’Brien and Blitze aren’t the only ones in the neighborhood who have had problems with dog attacks. Residents of the area have come forward to express their concern, including Hal Moore, who lives on Anita Street with his family. Moore has experienced issues with dogs loose in the neighborhood. “It’s getting ridiculous,” he said. “Last year, a rottweiler had killed a small terrier down the street, and I’ve seen those pit bulls loose before. I’ve had to tell people walking by to watch out. It’s not a good situation. You are taking a chance walking your dog through the neighborhood nowadays. Nobody is safe.”
The pit bulls’ owner and O’Brien said that the dogs that attacked are being quarantined by Animal Control for 10 days, then it will be determined whether the dogs are allowed back at the residence or if they will have to be put down. Despite repeated attempts, the Ojai Valley News was unable to reach Animal Control for comments.

 Tilting Saturn's Rings

This graphic shows in a series of three images how Saturn's rings, after they became tilted relative to Saturn's equatorial plane, would have transformed into a corrugated ring. Images taken after Saturn's August 2009 equinox from NASA's Cassini spacecraft revealed alternating light and dark bands extending from Saturn's D ring, completely across the C ring, and right up to the inner B ring edge (see Extensive Spiral Corrugations). These brightness variations are almost certainly caused by the changing slopes in the rippled ring plane, much like the corrugations of a tin roof.
This series of images shows how such a vertical corrugation can be produced from an initially inclined ring by the natural tendency for inclined orbits to wobble systematically and slowly at different rates, depending on their distance from Saturn. The central planet is omitted for clarity.
Cassini images show the corrugation extends for 19,000 kilometers (12,000 miles). Based on detailed studies of this structure, scientists conclude that a broad swath of the rings became suddenly tilted in the early 1980s, likely because cometary debris crashed into the rings. The corrugation's radial extent implies that the impacting material was a dispersed cloud of debris instead of a single object.
The corrugation's amplitude of 2 to 20 meters (7 to 60 feet) indicates that the debris' total mass was around 1 trillion kilograms (or one billion metric tons).

Obama OKs More Drilling in Alaska, Offshore

(Newser) – With both gas prises and anger on the rise, President Obama has decided to allow new drilling in Alaska's national petroleum reserve. Lease sales in the 23.5 million-acre reserve—which serves as home to millions of migratory birds, two caribou herds, gray wolves, and other wildlife—have been held just six times between 1999 and 2010; they'll now be held annually. A senior official said the new lease sales would not touch environmentally sensitive areas, reports the Los Angeles Times. It's just one component of an oil-production plan that touches many corners of the US, announced in Obama's weekly radio address today.
Among Obama's other moves: Speed up environmental reviews along the Atlantic Coast from North Carolina to Northern Florida so that seismic studies to determine how much oil and gas lies there can begin; extend all Gulf of Mexico and Arctic Ocean leases that were affected by a temporary moratorium on drilling imposed after last year's BP oil spill; and hold Gulf lease sales this year and next, reports the Washington Post. His announcement followed recent passage of three bills in the House that would expand and speed up offshore oil and gas drilling. The White House had announced its opposition to all three bills, and a senior administration official said Obama's plan is not a reaction to the House measures, though AP notes Obama is adopting some of the bills' provisions.

RELATED TOPICS
Tripoli, Libya (CNN) -- Libyan refugees who fled to Italy said a severely overcrowded boat with hundreds of people on board capsized near the harbor of Tripoli, a spokeswoman for the United Nations' refugee agency said Tuesday.
Laura Boldrini, spokeswoman for the U.N. High Commissioner for Refugees in Italy, told CNN she received reports from Libyan refugees who arrived Saturday in Lampedusa -- an island south of mainland Italy -- that they witnessed a boat with possibly more that 600 refugees on board capsizing.
Boldrini said refugees who arrived in Lampedusa on separate boats described a horrific scene in which hundreds of people were thrown into the water. She said several of the refugees were trying to reach family members who had been on board the capsized vessel.
The Somali ambassador in Tripoli confirmed to the UNHCR that 16 dead bodies had been pulled out of the water from the harbor, Boldrini said. The total number of causalities is unknown.
The crisis in Libya has prompted many to try to escape, according to Valerie Amos, the U.N. undersecretary-general for humanitarian affairs.
Almost 750,000 people have fled the country, another 58,000 are displaced within Libya and another 5,000 are stranded at border crossings into Libya, Tunisia and Niger, Amos told the U.N. Security Council on Monday.
On Tuesday, NATO airstrikes shook Tripoli after the alliance's secretary-general dismissed complaints that the allied campaign against longtime Libyan strongman Moammar Gadhafi had fallen into a stalemate.
At least three rounds of explosions echoed across the Libyan capital in a three-hour span that began late Monday, and the roar of jets could be heard overhead.
Government spokesman Musa Ibrahim told CNN that the strikes hit administrative buildings in central Tripoli, and that a nearby hospital was "indirectly" affected.
Ibrahim said the strikes followed "an extended period of calm."
"It is very sad," he said. "We are losing people every day on both sides. We think it is time to sit down and talk."
NATO warplanes and missiles have been pounding Gadhafi's forces and government installations since March as Gadhafi tries to quash a nearly three-month-old revolt against his regime. Libyan rebels are demanding freedom and an end to Gadhafi's nearly 42-year-rule.
NATO is operating under a U.N. Security Council resolution authorizing any means necessary -- short of invasion -- to protect civilians.
Meanwhile, an aid ship chartered by the International Committee of the Red Cross reached the war-torn port city of Misrata on Tuesday, the organization said in a statement. Misrata is the only city in western Libya held by the rebels, and witnesses have said indiscriminate shelling on the city has left victims with crushed bones, burns and amputations.
The ICRC is bringing medical supplies, spare parts to repair water and electrical supply systems and 8,000 jars of baby food, the statement said.
The situation in Misrata "is at the forefront" of U.N. concerns about Libya's civilian population, Valerie Amos, the U.N. undersecretary-general for humanitarian affairs, told the Security Council on Monday. Two months of fighting and the ongoing shelling of the city's port had prevented aid ships from docking there, and between 150 and 300 non-Libyans were still waiting to be evacuated, she said.
"Some people are running short of food, water and other basics," she said. "Medical facilities need supplies and more trained personnel."
Amos said the fighting and sanctions imposed on Gadhafi and his allies have caused "a severe disruption of supply lines within the country." The results have been "shortages of fuel, difficulties in obtaining commodities including foodstuffs, medicines and other essential goods, and there have been severe cash shortages throughout the country."
Amos said western Libya has about three months' supply of food remaining, and the mostly rebel-held east has about two months. Fuel and supplies for desalinization plants and other facilities that provide fresh water to many Libyans "are running out," she added.
Amnesty International has said Gadhafi's attacks in the port city may amount to war crimes.
A report issued last week by the monitoring group accused pro-Gadhafi forces of the "unlawful killing of civilians due to indiscriminate attacks, including use of heavy artillery, rockets and cluster bombs in civilian areas and sniper fire against residents."
Secretary-General Anders Fogh Rasmussen told CNN on Monday that Gadhafi and his regime "have no future," but refused to predict how long the Libyan leader could hold on.
Rasmussen denied that the situation in Libya had devolved into a "stalemate," insisting that NATO was "making progress" and had "taken out" a substantial part of Gadhafi's military capability. He said a political solution was required to bring the conflict to an end, but "it's hard to imagine an end to the violence as long as Gadhafi remains in power."
CNN's Antonia Mortensen, Jomana Karadsheh, Nima Elbagir, Sara Sidner and Amir Ahmed contributed to this report.

Those Libyan ‘Freedom Fighters’: The Fix Is On

by Kevin Carson, May 10, 2011 In a column three months ago (“Egypt: Let the Looting Begin”), I suggested that what was really going on in Egypt was somewhat different from the official narrative. In quite a few of the “people power” revolutions in recent years—no matter how sincere the people on the streets—it turned out that there were attempts to orchestrate things by people behind the scenes for whom “people power” was the very last thing on the agenda. In that column I reported that Frank Wisner, a veteran spook described by Vijay Prashad at Counterpunch as a “bagman of empire,” was Obama’s man on the ground.
Wisner, a former director at AIG and Enron with longstanding family ties to the OSS and the CIA, had previously been involved in drafting the Bush administration’s postwar blueprint for Iraq. That agenda involved so-called privatizations of state industry that amounted to insider deals with global corporate interests for pennies on the dollar, “strong intellectual property protections” largely written by Monsanto and the RIAA, and draconian crackdowns on genuine freedom fighters in the labor movement and the Iraqi Freedom Congress. Paul Bremer, with the help of his Heritage Foundation boys in the Green Zone, basically oversaw the looting of everything that wasn’t nailed down.
In that light, some recent news from Libya is especially interesting. First, Alexander Cockburn (“What’s Really Going On in Libya?” Counterpunch, April 15) reports that a high priority for the NATO operation in Libya was to see to the central banking arrangements of the revolutionary government in Benghazi. On March 19, they authorized the Central Bank of Benghazi to handle monetary policy for the country. Gadhafi, it seems, had announced his intention to repudiate the dollar and the euro and encourage the use of the gold dinar as a common currency by all of Africa. He’d gained tentative buy-in, over the previous year, from a number of Arab and African regimes. The government-owned Libyan national bank in Tripoli, which is independent of the global banking industry, has been a thorn in the flesh of global financial elites for some time.
Things that make you go “Hmmmm…”
Meanwhile, Russ Baker at Alternet announces (“The CIA’s Man in Libya?” April 26) that the latest head of rebel forces in Libya, Gen. Khalifa Hifter, is a CIA asset. Hifter has lived in the Greater Washington area of Virginia (cough cough Langley cough) for almost 20 years, enjoying an unusually comfortable lifestyle considerably disproportionate to his visible means of support. Hifter has headed the military wing (Libyan National Army) of an opposition movement in exile (NSFL) for most of that time. The CIA sponsored a training operation for the Libyan National Army at a base in Chad during the reign of Bush I, with a view to a possible future overthrow of Gadhafi. In 1996, Hifter headed a failed overthrow attempt, after which he returned to the United States.
So the head of the opposition movement is on the CIA payroll, and the first order of business of the insurgent regime is to create a central bank that takes orders from international finance capital. Doesn’t look real good for “freedom” in Libya, does it? Looks pretty damn good for the banksters, though.
If the attempt to overthrow of Gadhafi had anything to do with genuine freedom, it’s a safe bet the U.S. government would have had nothing to do with it. Put not your faith in princes.
